Welcome to register for the Aurora Comic Festival (including the event’s Group Registration System, hereinafter referred to as the “Website”). These Regulations are established by HuHong Cultural & Creative Co., Ltd. (hereinafter referred to as the “Organizer”). By registering for and using the Website, all exhibiting groups and commercial exhibitors are deemed to have read, understood, agreed to, and undertaken to comply with these Regulations, the Website Terms of Service, and the Privacy Policy.

Staff Identification and Assistance

To maintain order at the event venue and assist exhibitors throughout the exhibition, please carefully read the following general provisions.

All official event staff will be identifiable by official Organizer credentials, staff badges, staff vests, or other authorized identification issued by the Organizer.

If, during the event, an exhibiting group has any questions, requires assistance, notices any unusual circumstances, or has concerns regarding the identity of any individual on-site, please seek assistance from staff wearing official identification, visit the Organizer Information Desk, or the servise desk.

Please do not follow instructions given by individuals who are not wearing official Organizer identification, in order to protect your own rights and interests.

All exhibiting groups and their members shall cooperate with Organizer staff in the performance of their duties. Matters relating to staff identification, assistance, venue management, and the execution of official duties shall be governed by the General Attendee Regulations.

Chapter 1. General Provisions and On-site Sales Self-Regulation

I. General Provisions
  1. General Compliance:

    All exhibiting groups (including Group Representatives and Assistants) shall comply not only with these Regulations but also with the General Attendee Admission Regulations.

    Where a booth conducts media interviews, photography, or interactions with cosplayers, the Cosplayer, Photography and Media Regulations shall also apply.

  2. Booth Management Responsibility:

    The conduct of the Group Representative, Assistants, commissioned sales personnel, and any other individuals authorized by the booth representative to assist with sales, promotion, or booth operations during the event shall be deemed the conduct of the booth itself.

    The booth representative shall bear full responsibility for supervising and managing all such personnel.

  3. Violation Handling and Communication Procedures:

    The Aurora Comic Festival is dedicated to promoting and supporting doujin and fan-creation culture.

    If, during the event, Organizer staff discover a violation through routine inspection or receive a verified complaint, the following enforcement procedures shall apply:

    1. Stage One – Reminder and Advisory:The Organizer will issue an oral warning and provide guidance to assist the exhibiting group in correcting the issue.
    2. Stage Two – Rectification Period and Demerit:If the violation is not corrected within 15 minutes after the oral warning, one (1) violation point shall be recorded against the booth.
    3. Stage Three – Mandatory Booth Closure: Where a booth accumulates two (2) or more violation points, or commits a serious legal violation, severely disrupts venue order, or refuses to cooperate with corrective measures, the Organizer may immediately:
      1. revoke the booth’s sales privileges;
      2. require the booth to cease operations and vacate the venue immediately;
      3. deny any refund; and revoke the exhibitor’s eligibility to participate in future Aurora Comic Festival events.
      The Organizer respectfully requests all exhibitors to work together in maintaining a safe, welcoming, and enjoyable exhibition environment.
  4. Protection of Creators and Harassment Reporting: To safeguard creators’ rights and interests, if exhibitors encounter visitors engaging in verbal harassment, intentional provocation, insults, malicious interference, or deliberate damage to merchandise, exhibitors are strongly advised not to engage in direct confrontation.
    Instead, exhibitors should:
    1. preserve evidence immediately (including photographs, videos, and timestamps);
    2. notify nearby Organizer staff or report directly to service desk.
    The Organizer will dispatch staff to investigate and handle the matter in accordance with these Regulations.
    Where circumstances are considered serious, the Organizer may immediately revoke the offending visitor’s admission privileges and require the individual to leave the venue.
II. Booth Operations and Food Sales Regulations
  1. Legality of Merchandise:
    • Illegal Merchandise: The display or sale of any goods prohibited under the laws of the Republic of China (Taiwan), including but not limited to narcotics, firearms, ammunition, controlled contraband, or other illegal items, is strictly prohibited.
      Where such violations are confirmed, the Organizer may immediately revoke the booth’s sales privileges and require the booth to cease operations without prior notice.
    • Intellectual Property Responsibility: All legal responsibilities and liabilities arising from derivative works, fan merchandise, booth displays, or any infringement of copyrights, trademarks, or other intellectual property rights belonging to third parties or official rights holders shall be borne solely by the exhibiting group.
      The Organizer assumes no responsibility whatsoever for such disputes.
    • Cooperation with Official Copyright Claims: If, during the event, the Organizer receives a formal copyright claim from an official IP owner, authorized licensee, original rights holder, or their authorized representative, the Organizer may require the exhibitor to temporarily suspend the sale of the disputed products and remove or cover the items concerned in order to maintain venue order and legal compliance.
      Any dispute concerning ownership or intellectual property rights shall be resolved directly between the rights holder and the exhibiting group.
      The Organizer shall not participate in the mediation or adjudication of substantive legal disputes.
    • Consignment Sales: Where merchandise is sold on behalf of another creator or rights holder, prior authorization or consent from the original creator or rights holder must be obtained.
      If a dispute concerning ownership or authorization arises, the Organizer may require the exhibitor to provide authorization documents, publicly available evidence, or other supporting materials demonstrating the legitimacy of the agency relationship.
      If satisfactory proof cannot be provided, the Organizer may require the exhibitor to suspend sales of the relevant merchandise.
  2. Food Sales Regulations:Except as expressly permitted below, all exhibiting groups and commercial booths are prohibited from:
    1. cooking food on-site;
    2. preparing food or beverages on-site;
    3. selling homemade food products lacking legally compliant food labeling, including but not limited to freshly prepared beverages, homemade cookies, cakes, pastries, or similar items.
    The following exceptions apply:
    1. Official Promotional Distribution and Non-commercial Gifts:Free promotional food distributed by official event sponsors, or non-commercial complimentary gifts exchanged between exhibitors, are permitted.
    2. Food Included with Merchandise: Where food items are included together with merchandise, such arrangements shall be treated as food sales.
      The booth representative must be a registered food business operator and may provide only factory-produced, sealed food products manufactured by qualified food producers (such as drip coffee packs, instant beverage powders, packaged cookies, etc.).
      All food packaging must comply with applicable food labeling regulations.
    3. Authorized Commercial Food Booths:Commercial food vendors specially approved by the Organizer through prior application and separate contractual arrangements (such as Maid Café Areas or Official Theme Food Booths) shall comply with all applicable laws governing food business registration, food safety, hygiene, and catering operations.
    4. Government Inspections:Where inspections are conducted by competent government authorities, exhibitors shall fully cooperate with such inspections.
III. Self-Regulation Guidelines for Publication Classification and On-Site Restricted Content Products
This event follows the “Classification Regulations for Publications and Video Programs” established pursuant to Paragraph 3, Article 44 of the Child and Youth Welfare and Protection Act for publication classification management.
For any publications or merchandise containing restricted content that may harm the physical and mental development of children and youth, including excessive depictions of crimes, suicide, horror, violence and gore, or descriptions of sexual acts and exposed sexual organs through language, text, illustrations, photography, or other forms, persons under the age of 18 are prohibited from viewing, renting, or purchasing such materials.
Participating Groups are responsible for independently classifying and managing their own products. Please strictly implement the following self-regulation guidelines on-site:
  1. 【Management of Tabletop Publications】For publications displayed on tables for sale, if they contain restricted content, please seal them using a transparent flat-opening bag (or completely sealed plastic wrapping) (in compliance with external cover packaging standards); or place them in locations that are not easily accessible and organize them properly for centralized management.
    Publications that are not placed on tables are not subject to this regulation.
  2. 【Preview Samples and Merchandise Covering Requirements】 If the covers of preview samples or other displayed merchandise contain depictions involving sexual intercourse, obscenity, sexual organs, pubic hair, female areolas, or other restricted elements, appropriate covering measures must be implemented (such as using opaque stickers or paper coverings).
    For the pages available for preview, it is recommended to follow the same standards and apply covering or sealing measures accordingly.
    The covers of preview samples and items for sale must clearly display or securely attach the warning label:
    “Restricted Content: Persons under the age of 18 are prohibited from viewing.”
    The size of the warning label must occupy at least 1/50 or more of the total cover area.
  3. 【Age Verification Reminder】 To properly implement the classification system, when a purchaser intends to buy restricted content products, Group members must cooperate by requesting the purchaser to present a government-issued identification document sufficient to verify their age.
    Sales may only proceed after confirming that the purchaser is at least 18 years old.
    ※ Age eligibility standards for this year’s event (2026/12/5 - 12/6) are as follows:
    • 12/5(Saturday):The purchaser must be born on or beforeDecember 5, 2008.
    • 12/6(Sunday):The purchaser must be born on or before December 6, 2008.
  4. 【Warning Sign Placement】 Please clearly inform purchasers that the item is a restricted content publication. It is recommended that warning signs of A4 size or larger be placed in a prominent location at the booth to remind attendees at the venue.
  5. 【Event Guide Image Regulations】 The electronic event guide is a webpage open for viewing by all age groups.
    Please do not use 18+ restricted images as images for the event guide.
IV. Self-Regulation for Promotional Material Display in Public Venue Spaces

Since the event venue remains a public space and may be accessed by general visitors and law enforcement authorities, all promotional posters, flyers, hanging scrolls, and other promotional materials publicly displayed or hung at booths must follow the following self-regulation guidelines in order to protect Group creators and avoid unnecessary complaints:

  1. No Exposure of Restricted Areas:Any images clearly depicting sexual intercourse, exposed sexual organs, pubic hair, or female areolas must be completely covered at the venue.
  2. Adjusting Content Presentation:If an image does not contain explicit exposure but shows a large area of female breasts, buttocks, or poses with strong sexual implications, the Group is advised to apply appropriate covering measures or use general-audience (modified) versions of the images for on-site display.
  3. On-Site Guidance:If the Organizer determines that displayed materials may cause public controversy or raise concerns regarding legal violations, the Organizer will provide reminders and guidance, requesting the Group to make adjustments or temporarily store the materials.
V. Organizer Position and Disclaimer

If a Group has properly implemented self-regulated classification, product labeling, and age verification procedures, but is still reported or suspected of selling restricted publications to minors, the Organizer will, upon receiving such reports, assist in clarifying the circumstances and relevant facts based on evidence collected at the venue.

However, if a Group fails to implement self-regulated classification, product labeling, or age verification according to these regulations, and evidence confirms that restricted publications were sold to minors, the Organizer will not provide assistance in handling the matter or offer any endorsement.

All related legal responsibilities shall be borne solely by the Group.

Chapter 2: Venue Management Regulations for Participating Groups and Companies

I. Pre-Opening “Pre-Sale and Walkway Control”

(Control Period: 10:10 ~ 10:30)
Before the event officially opens, the venue will implement “Pre-Sale Restrictions” and “Traffic Flow Control.” The relevant regulations are as follows:

  1. Complete Prohibition of Pre-Sales Inside the Venue: To maintain fairness of the event and prevent congestion in walkways, before the event is open to general attendees (before 10:30), Group and company booths are prohibited from conducting any sales-related activities, including:
    1. Selling any products;
    2. Collecting deposits;
    3. Delivering products in advance;
    4. Or conducting any other transaction-related activities.
    This applies regardless of whether the transaction parties are general attendees or personnel from other Group/company booths.
  2. Registration and Entry Control Deadline at 10:10: The entry period for participating Groups at this session is from 08:30 to 10:10.
    To ensure that all walkways are cleared before the event begins, the Organizer will officially close Group/company registration and entry procedures at 10:10 sharp.
    1. Groups/Companies Already Inside the Venue: During the control period from 10:10 to 10:30, all personnel must remain within their own booth areas to complete final booth setup.
      All personal belongings and merchandise must be completely stored within the booth boundaries to avoid occupying walkways or obstructing passage.
      If any special or unexpected circumstances occur, please immediately inform the on-site Organizer staff conducting inspections for coordination.
    2. Personnel Who Have Not Entered the Venue by 10:10: Please wait patiently at the designated entrances.
      After the general opening control period ends at 10:30, they may continue the registration and entry procedures.
II. Group Booth Queuing and Crowd Management

To maintain smooth traffic flow within the venue, this event adopts a spatial separation system between the “Sales Area” and “Queue Area.”
After the event opens, part of the original general attendee queue area will be converted into a “Dedicated Group Queue Area” and a “General Public Rest Area.”

  1. Obligation for Groups to Independently Organize Queues:
    Participating Groups and companies are responsible for independently planning their sales procedures and guiding waiting crowds into the Organizer-designated “Dedicated Group Queue Area” for orderly queuing.
    The walkway in front of sales booths is a public passage area.
    Please avoid allowing queues to remain there for extended periods. The highest priority is to ensure that public movement within the venue is not obstructed.
  2. Active Notification Mechanism:
    If a sudden increase in crowd size exceeds the booth’s capacity and prevents the queue from being properly directed to the Dedicated Group Queue Area, please immediately notify the Organizer for assistance with crowd management.
  3. Penalties for Failure to Report and Causing Traffic Obstruction:
    If crowds overflow into the Sales Area walkways and cause obstruction, while the Group fails to proactively notify the Organizer or take effective guidance measures, the following actions will be taken after discovery by Organizer inspection staff:
    • Verbal Warning:
      The Organizer will provide an on-site verbal warning.
      The Group must implement and continuously maintain effective improvement measures within 15 minutes, including:
      1. Guiding crowds into the Dedicated Group Queue Area;
      2. Assigning additional personnel for crowd guidance;
      3. Or using other crowd-control methods approved by the Organizer.
      If the Group cooperates and implements improvement measures, the Organizer will assist with crowd guidance and traffic adjustments based on actual on-site conditions.
    • Mandatory Violation Record and Suspension of Sales:
      If, after receiving guidance, the Group still fails to cooperate with improvements, remains passive or inactive, refuses to follow instructions from Organizer staff, or causes the Organizer to continuously assign personnel to maintain booth order, the Organizer may issue violation points according to regulations.
      For serious cases or situations involving safety concerns, the Organizer may forcibly suspend or terminate the Group’s sales activities for that day.
III. Regulations for Small Activities Held Within Group Booths

Any activities held within booths that may gather crowds (including but not limited to autograph sessions, birthday celebrations, VT livestreams, meet-and-greet events, poster auctions, etc.; hereinafter referred to as “Small Activities”) must follow the procedures below to prevent confusion or disputes at the venue.

  1. Advance Application Procedure:
    • If the activity has already been confirmed at the time of registration, please select “Yes” in the remarks section of the registration form and provide the activity format (such as autograph session, livestream, etc.).
    • If the registration deadline has passed, please proactively contact the Organizer by email no later than 14 days before the event to submit a supplementary registration request for Organizer review.
  2. Activity Schedule:
    To avoid peak crowd periods inside the venue, the above-mentioned Small Activities should generally be scheduled after 3:00 PM (or during periods when venue crowds are relatively lower).
    If special circumstances require the activity to be held earlier, it must be stated in the registration remarks and may only proceed after approval by the Organizer.
  3. Crowd Flow Responsibilities During Activities:
    During the activity period, Groups and companies are responsible for maintaining surrounding traffic flow.
    • Obligation to Keep Walkways Clear:
      The Group must assign personnel to maintain order in front of the booth and guide spectators, participants, or attendees waiting for interaction to stay close to the boundaries of the booth.
      Queues may be arranged in a U-shape or L-shape.
      A sufficient central walkway space must be maintained for others to pass through (recommended minimum width: 1.5 meters).
      Avoid occupying public passages, and prioritize maintaining smooth and safe movement within the venue.
    • Cooperation When Crowds Overflow:
      If the number of spectators becomes excessive, causing a human wall that completely blocks the walkway in front of the booth, and the Group’s own personnel are unable to manage the situation, the Group must cooperate with the Organizer’s instructions.
      This may include temporarily directing part of the crowd to the Organizer-designated “Dedicated Group Queue Area” for alternating interactions, or following flexible traffic arrangements made by the Organizer.
  4. Violation Penalties:
    The Organizer will conduct regular inspections throughout the event period.
    If any of the following situations occur:
    • A Small Activity is conducted without prior application or without approval after supplementary registration;
    • The activity causes severe obstruction to on-site pedestrian traffic, and no effective improvement is made after receiving guidance;
    The Organizer will require the Group to immediately suspend or terminate the activity.
IV. Group Booth Setup and Facility Regulations
  1. Compliance with Exhibition Hall Regulations:
    According to the regulations of the TaiNEX 1 (Taipei Nangang Exhibition Center, Hall 1), all columns and walls throughout the venue are prohibited from having any items pasted, hung, or attached.
    The partition boards (white wall panels) provided by the Organizer also strictly prohibit the use of:
    1. Double-sided tape;
    2. Foam adhesive tape;
    3. Push pins.
    If violations result in adhesive residue, damage, or other issues, any subsequent claims, cleaning fees, penalties, or related legal responsibilities imposed by the venue management or equipment providers shall be fully borne by the violating Group.
  2. Height Restrictions:
    All booth-hanging items, including:
    1. Flag poles;
    2. Lighting equipment;
    3. Promotional posters;
    4. Hanging scrolls;
    5. Display racks;
    6. General merchandise;
    7. Product display shelves;
    Regardless of design or style, must not exceed a maximum height of 250 cm above ground level.
  3. Boundary Restrictions:
    All display racks, posters, and merchandise must remain within the Group’s own booth boundaries.
    They must not extend beyond the left, right, front, or rear boundaries of the booth in a way that affects neighboring booths.
  4. Secure Installation:
    Please ensure all booth decorations and displayed items are properly secured to prevent collapse or falling.
V. Event Sales and Booth Dismantling Schedule Management
  1. Sales Period:
    The operating hours of this year’s event are:
    10:30 – 16:00
    (subject to actual conditions on the event day)
    Sales activities may only begin after the official opening of the event (10:30).
  2. Booth Dismantling and Departure:
    After the event ends (16:00), please estimate the time required to pack up your booth.
    All packing and departure procedures must be completed within 60 minutes after the event ends (before 17:00).
  3. Booth Waste Disposal:
    Before leaving the venue, Groups must sort and pack all garbage generated within their own booth area.
    Garbage should be placed at a visible location in front of the booth that does not obstruct passage.
    For recyclable materials such as:
    1. Cardboard boxes (must be flattened after dismantling);
    2. Plastic bottles;
    Please place them at the recycling collection area designated by the Organizer (or take them away yourself).
    If a Group fails to properly pack and dispose of waste or leaves garbage behind after departure, violation points will be issued according to the regulations.
    Any resulting cleaning fees shall be borne solely by the violating Group.
VI. Venue Order, Safety, and Electricity Management
  1. Prohibition of Hawking and Volume Control: Except for crowd organization and queue management purposes, the use of the following methods for sales promotion or shouting is prohibited inside the venue:
    • Loudspeakers;
    • Microphones;
    • Bells;
    • Loud verbal shouting or other high-volume promotional methods.
    If a booth needs to play promotional videos or music, the volume must be controlled at a level that does not affect surrounding Groups or attendees.
    As a general guideline, after moving approximately 1 meter away from the booth, the sound should not noticeably disturb others.
    Alternatively, please prepare equipment such as headphones to reduce impact on nearby Groups and attendees.
    If the volume is excessively loud and no improvement is made after two warnings from the Organizer, the Organizer may require the booth to turn off the playback equipment.
  2. Prohibition of Fundraising, Solicitation, and Unauthorized Promotional Activities Inside the Venue: To ensure smooth visitor flow and prevent inappropriate disturbances to general attendees:
    • Unauthorized Activities in Public Areas Are Prohibited
      Without prior written approval from the Organizer, no group or individual (including Groups, companies, and general attendees) may conduct any of the following activities in public areas or walkways:
      • Fundraising activities;
      • Petition or signature collection;
      • Questionnaire surveys;
      • Distribution of flyers, cards, or promotional materials along walkways.
    • Distribution of Group Materials
      If a Group wishes to provide flyers, business cards, or fan identification cards to fellow attendees, distribution is limited to:
      • Within the Group’s own booth area; or
      • Placement on the Organizer-designated “Public Flyer Table” for attendees to take freely.
    • Violation Handling
      If unauthorized promotional activities, fundraising, or petition activities are discovered in public areas, the Organizer will immediately stop the activity and require the materials to be put away.
      If the person refuses to comply:
      • The Organizer may temporarily take custody of the promotional materials until the end of the event (or return them upon departure);
      • The Organizer has the right to require the person to immediately leave the venue.
      For serious cases, including:
      • Passive refusal to cooperate;
      • Causing conflicts;
      • Unauthorized monetary fundraising activities;
      the Organizer has the right to require immediate departure and may cancel the person’s eligibility to participate in future events or enter the venue.
  3. Temporary Outlet Usage and Electricity Regulations Within the Venue:Temporary power outlets provided by the Organizer are available within the Sales Area for Group use.
    • Temporary Outlets Are Shared Public Resources
      Temporary outlets are shared resources. Please do not occupy them for extended periods, so that other Groups with urgent needs may use them in rotation.
    • Limited Usage for Emergency Charging Only
      Temporary outlets are only intended for emergency charging of personal mobile devices, such as:
      • Mobile phones;
      • Tablets;
      • Portable power banks;
      • Other personal electronic devices.
      It is strictly prohibited to connect high-power consumption or heat-generating equipment, including:
      • Hair dryers;
      • Electric heating rods;
      • Other similar devices.
    • Extension Cords Are Prohibited
      When using temporary outlets, bringing or connecting personal extension cords to extend power into the booth area is strictly prohibited. This is to prevent hazards such as:
      • Damage caused by people stepping on cables;
      • Tripping accidents;
      • Overloading of electrical systems.
    • Personal Responsibility for Belongings
      Groups are responsible for the safekeeping and supervision of charging equipment and related valuable items. The Organizer shall not be responsible for any loss, damage, or theft.
  4. Valuable Item Storage and Theft Prevention Notice:Due to the large number of attendees at the venue, both participating Groups and general attendees should remain vigilant and take precautions against pickpocketing.
    • Personal Responsibility for Valuables
      Please keep valuables such as:
      • Wallets;
      • Mobile phones;
      • Identification documents;
      • On-site sales revenue;
      with you at all times and properly secure them.
      The Organizer shall not assume any responsibility for the storage, compensation, or legal liability regarding any loss, damage, or theft of personal belongings within the venue.
    • Pay Attention to Suspicious Behavior
      Please assist one another among Groups and attendees.
      If suspicious behavior is observed near a booth, such as:
      • Unusual activity;
      • Unexplained handling or searching through other people’s belongings;
      • Other suspicious actions;
      please immediately report the situation to the Organizer.
      The Organizer will provide immediate assistance and contact law enforcement when necessary.

Disclaimer
If any matters are not specified in these regulations, the Organizer reserves the right of interpretation, supplementation, and final determination regarding these event regulations.
In the event of circumstances involving public safety, government authorities, venue management requirements, or other special situations, the Organizer may adjust relevant management measures according to actual needs.
Any such adjustments will be announced through the official website and social media platforms.
In the event of any discrepancy or inconsistency between the Chinese version and any translated versions of these regulations, the Chinese version shall prevail. All interpretations and decisions shall be based on the Chinese version.

【工作人員識別與協助】

為維護活動現場秩序及協助參展社團順利參展,請先詳閱以下共同規範。

本活動工作人員均配戴主辦識別證、工作證或主辦背心等識別裝備執行勤務。

社團於活動期間如有任何疑問、需要協助、發現異常情形,或對現場人員身分有所疑慮時,請主動向配戴官方識別裝備之工作人員、主辦服務台或總本部進行確認與求助。

請勿輕信未佩戴官方識別裝備者之指示,以保障自身權益。

社團及其成員應配合工作人員執行職務;工作人員識別、協助、現場管理及執行職務等相關事項,悉依《一般參加者規範》辦理。

第一章:總則與現場販售自律規範

一、總則與共同規範
  1. 共同遵守:參展社團(含攤主、助手)除本規範外,須一併遵守「一般參加者入場規範」;攤位內如有攝影採訪或與 Coser 互動行為,須另行遵守「Coser、攝影及媒體規範」。
  2. 攤位管理責任參展社團之攤主、助手、代理販售人員及其他經攤位負責人允許於攤位內協助販售、宣傳或執行攤務之人員,其於活動期間之行為,均視為該攤位之行為,並由攤位負責人負管理責任。
  3. 違規處分與溝通機制本活動以協助與推廣同人創作交流為宗旨。活動期間如經主辦巡場、或接獲現場檢舉發現違規情事,將採取以下處分機制:
    1. 第一階段(提醒勸導):主辦將進行口頭勸導,並協助社團進行微調與改善。
    2. 第二階段(限期改善與記點):若經口頭勸導後未於 15 分鐘內改善者,主辦將予以記錄違規記點 1 點。
    3. 第三階段(強制撤攤):單一攤位如累計違規記點達 2 點(含)以上,或涉及重大違法、嚴重影響活動現場秩序且拒絕配合改善之特例情況,主辦有權當場取消該攤位之販售資格、強制撤攤,且不予退費,並得取消其後續場次之報名資格,請社團夥伴與我們共同維護安心、舒適的會場環境。
  4. 創作者權益保障與滋擾通報:為維護創作者權益,展期內若遇參展民眾有言語調侃、刻意滋擾、輕蔑或蓄意損壞攤位商品等不當行為,請社團夥伴與創作者避免與其發生正面衝突。請於第一時間協助保存現場跡證(如拍照、錄影、記錄時間點),並立即通報附近工作人員或至總本部求助,主辦將派員到場處理並依規範進行認定與處置,情節嚴重者將當場終止該民眾之入場資格並要求其立即離場。
二、現場擺攤與食品販售規範
  1. 販售商品合法性:
    • 違法商品禁止販售:嚴禁於會場展示、販售任何違反中華民國法律之商品或物品(如:毒品、槍砲彈藥、受管制之違禁物品等)。如經查獲屬實,主辦有權當場取消該攤位販售資格並強制撤攤。
    • 智慧財產權責任:參展社團之二創作品、周邊商品或攤位布置,如涉及侵害第三人或官方版權方之著作權、商標權或其他智慧財產權而衍生法律爭議,其相關法律責任及損害賠償均由參展社團自行承擔,概與主辦無涉。
    • 版權方主張之現場配合:活動期間如接獲該 IP 官方版權方、代理商、原權利人或其合法授權代理人提出正式版權主張,為維護活動現場秩序與合法性,主辦得要求涉及爭議之特定商品暫時停止販售並收納或遮蔽。相關權利歸屬及法律爭議,由權利人與參展社團雙方自行協調處理,主辦不介入實質法律爭議之調解或裁決。
    • 代理販售:如代理販售他人作品或商品,請事先取得原作者或權利人之授權或同意。如發生權利歸屬爭議時,主辦得要求提供足資證明代理關係之授權文件、公開資訊或其他相關證明,以利確認,如無法提出合理授權證明,主辦得要求暫停販售相關商品。
  2. 食品販售規範:一般參展社團及企業攤位,除本條所列之例外情形外,一律禁止進行任何現場烹飪、現場調製餐飲,或販售未具合格食品標示之外包裝自製食品(如:現場沖泡飲料、自製餅乾、自製蛋糕等)。
    例外情形如下:
    1. 官方宣傳及非營利贈送:本活動官方贊助廠商之免費宣傳發放,或參展攤位間非營利性質之個人公關贈送。
    2. 隨商品附贈食品:凡隨商品提供食品者,本活動視為食品販售行為管理。攤位負責人須具備食品業者登錄資格,且僅限提供由食安合格廠商生產之密封包裝食品(如:濾掛式咖啡、沖泡粉包、餅乾等),其外包裝須符合食品相關標示規定。
    3. 特許商業餐飲攤位:經主辦事前專案審查並另行簽約通過之特許商業餐飲攤位(如女僕餐飲特區、官方主題輕食等),須遵守主管機關有關食品業者登錄、食品安全及餐飲衛生等相關規定。
    4. 如有主管機關稽查,參展者應自行配合辦理。
三、出版品分級與現場限制級商品自律指引
本活動依《兒童及少年福利與權益保障法》第四十四條第三項訂定之《出版品及錄影節目帶分級辦法》進行出版品分級管理。 凡出版品、周邊商品內容涉有過當描述犯罪、自殺、恐怖血腥,或以語言、文字、圖畫、攝影描繪性行為與裸露性器官等有害兒童及少年身心健康之限制級內容,未滿十八歲之人不得閱聽、租買。參展社團有自行分級與管理之義務,請務必於現場落實以下自律指引:
  1. 【桌面刊物管理】放置於桌上的販售用刊物,若有限制級內容,請以平口袋(或全封膠膜)進行封裝(符合外加封套標準);或置於不易拿取的位置集中擺放妥善管理,未置於桌上的刊物則不予規範。
  2. 【試閱本與商品遮蔽】如試閱本及其他展示商品封面涉及性交、猥褻、性器官、陰毛、女性乳暈等須進行適當遮蔽(如使用不透明貼紙或紙片遮蓋)。試閱範圍之頁數,建議參考同一標準協助進行遮蔽或彌封。試閱本及販售本封面須明確印有或牢固黏貼「限制級:未滿十八歲之人不得閱聽」之警示字樣,其標示大小至少須佔封面大小五十分之一以上。
  3. 【年齡查驗宣導】為了落實分級制,當購買者欲購買限制級商品時,請社團夥伴務必配合請購買者出示足以證明年齡之政府核發證件,確認年滿 18 歲始得販售。
    ※ 本屆活動(2026/12/5 - 12/6)滿 18 歲之認定標準:
    • 12/5(六):須為 2008 年 12 月 5 日(含)前 出生者。
    • 12/6(日):須為 2008 年 12 月 6 日(含)前 出生者。
  4. 【警告標示設置】請確實告知購買者此為限制級刊物,建議可於攤位明顯處設置 A4 以上大小的警告標示,以利提醒現場同好。
  5. 【場刊圖規範】活動電子場刊為開放所有年齡層閱讀之網頁,場刊圖請勿使用 18 禁圖像做為場刊圖。
四、會場公共空間宣傳品展示自律

因活動會場仍屬於公共空間,且可能有一般民眾與執法機關進出。為保護社團創作者、避免遭受不必要的檢舉,所有於攤位上公開展示、吊掛之宣傳海報、傳單、掛軸等,請社團夥伴共同協助以下自律規範:

  1. 禁止露點:凡圖像明確涉及性交描繪、裸露性器官、陰毛、女性乳暈者,現場必須完全遮蔽。
  2. 尺度微調:若圖像雖未露點,但有較大面積之女性胸部、臀部暴露,或姿勢具強烈性暗示者,建議社團進行適度遮蔽,或以普遍級(修正版)圖像作為現場展示。
  3. 現場勸導:若主辦評估展示品可能引發公共爭議或觸法疑慮時,將進行提醒勸導並請社團協助微調或暫時收納。
五、主辦立場與免責聲明

如社團已確實落實自律分級、商品標示及年齡查驗,卻仍遭檢舉或被認定有販售限制級刊物予未成年人之虞時,主辦於接獲反映後,將依現場事證協助釐清事件經過及相關事實。

惟如社團未依本規範落實自律分級、商品標示或年齡查驗,且經舉證有販售限制級刊物予未成年人之情形者,主辦將不予協助處理或提供背書,相關法律責任應由社團自行承擔。

第二章:參展社團與企業場地管制規範

一、開場前「預售與走道管制」(管制時間:10:10 ~ 10:30)

活動開場前,會場內將實施「預售限制」與「動線管制」,相關規定如下:

  1. 全面禁止場內預售:為維護活動公平性並避免走道混亂,在活動「開放一般入場前」(10:30前),社團與企業攤位禁止進行任何商品的販售、收取定金、或提早交貨等交易行為(無論交易對象為一般同好、或是其他社團/企業攤位人員)。
  2. 10:10 截止報到與入場管制:本場次社團入場時間為 08:30 至 10:10。為配合開場前全場動線淨空,主辦將於10:10 準時截止辦理社團/企業報到與入場:
    1. 已入場之社團/企業:於 10:10 ~ 10:30 管制期間內,全體人員須待在自家攤位區域內進行最後場佈,並將自身行李、商品完全收納於攤位範圍內,避免佔用走道或阻擋通行。若有特殊或突發狀況,請於第一時間告知現場巡視的主辦進行協調。
    2. 逾 10:10 尚未入場之人員:請於各入口處耐心等候,待 10:30 一般開場管制結束後,方可繼續辦理報到入場。
二、社團攤位列隊與人潮管制

為維持會場動線流暢,本活動採「販售區」與「列隊區」空間分流制。開場後,原一般參加者列隊區將部分轉換為「社團專屬列隊區」與「一般民眾休息區」:

  1. 社團自主整列隊伍義務:參展社團與企業有義務自主規劃販售流程,並將排隊人潮引導至主辦規劃之「社團專屬列隊區」進行整列。販售區攤位前之走道為公共通行空間,請避免長期滯留排隊隊伍,以不妨礙場內通行最高原則。
  2. 主動通報機制:若攤位前瞬間人潮過多超出負荷,導致排隊人潮無法順利引導至專屬列隊區時,請立即主動通知主辦協助疏導。
  3. 未主動通報且影響動線之處分:若攤位人潮已溢散至販售區走道引發阻塞,且社團未主動通報亦無實質引導動作,經主辦巡查人員發現時,處分如下:
    • 口頭勸導:主辦將當場給予口頭勸導,社團須於 15 分鐘內採取並持續執行有效改善措施,包含將人潮引導至專屬列隊區、增派引導人員或其他經主辦認可之疏導方式。如社團已配合執行改善措施,主辦將視現場實際狀況協助疏導及調整動線。
    • 強制記點與停販:如經勸導後仍未配合改善、消極不作為、拒絕配合主辦人員指示,或導致主辦必須持續派駐人力維持該攤位秩序者,主辦得依規範進行違規記點;情節嚴重或引發安全疑慮者,主辦得強制暫停或終止其當日販售行為。
三、攤位內小活動管理辦法

凡於攤位內舉辦聚集人潮之活動(如:簽名會、慶生會、VT現場直播、見面會、海報競標等,以下稱小活動),請務必遵守以下流程,避免造成現場混亂與爭議:

  1. 事前申報流程:
    • 報名時已確定辦理者,請於報名表備註欄位勾選「是」,並填寫活動形式(如:簽名會、直播等)。
    • 若已超過報名期限,請最晚於活動前 14 天,主動來信向主辦提出補登記,以利主辦審核。
  2. 活動舉行時間:為避開場內人潮最高峰,上述小活動,原則上請安排於下午 3:00 後(或場內人潮較稀疏時)舉行。若有特殊情況需提早進行,請務必於報名時備註,且須經由主辦審核通過方可進行。
  3. 活動舉辦期間,社團與企業須負起維持周邊動線之職責:
    • 動線淨空義務: 社團須派員於攤位前進行秩序維護,引導圍觀、參與或等待互動之民眾貼緊自身攤位邊界(可採 U 型或 L 型整列),現場請讓出足夠的中央走道空間(建議至少 1.5 公尺)供他人通行,避免佔用公共通道,並以維持現場動線順暢與安全為原則。
    • 人潮溢散配合: 若圍觀人數過多,導致攤位前人牆完全阻擋走道,且自身人力無法疏導時,社團須配合主辦指示,暫時分流部分人潮至主辦規劃之「專屬列隊區」輪流交替互動,或遵循主辦彈性動線調度。
  4. 違規處分:主辦將於展期內實施定時巡查。凡「未提出申請或補登記未通過」而擅自辦理者,或活動進行時「現場人潮嚴重妨礙通行,且經勸導後仍無實質改善者」,主辦將要求社團立即暫停或終止該活動。
四、社團攤位佈置與設施規範
  1. 展館規定遵守:依南港展覽館規定,全場柱面、牆面上禁止張貼、吊掛或黏貼任何物品。主辦提供之隔間板材(白壁板),亦嚴禁使用雙面膠、泡棉膠或圖釘。如有違反規定導致留下殘膠、毀損等情況,後續館方或設備方求償、清潔罰款與相關法律責任,均須由違規社團自行承擔。
  2. 高度限制:攤位吊掛包含旗桿、燈具、宣傳海報、掛軸、展示架、一般商品與陳列架,不論樣式,其最高點離地一律不得超過 250 公分。
  3. 邊界限制:所有展示架、海報、周邊商品,禁止超出自身攤位的左右邊界與前後範圍影響鄰攤。
  4. 安全固定:請確實固定佈置物以防倒塌。
五、活動展售與撤場時間管理
  1. 展售時間:本屆活動營運時間為 10:30 ~ 16:00(以當日實際狀況為準)。活動正式開場(10:30)後始得開始進行販售。
  2. 撤場與離場:活動結束(16:00)後,請自行衡量收拾攤位所需時間,並於結束後 60 分鐘內(即 17:00 前)完成打包並離場。
  3. 攤位垃圾清理:社團離場前,請將自身攤位內的垃圾分類並打包,放置於攤位前方明顯且不影響通行之位置;紙箱(請拆解整平)、寶特瓶等資源回收物請放至主辦指定集中處(或自行帶走)。如社團離場後發現未落實打包或隨意遺留,將依規範機制進行違規記點,如衍生清潔罰款須由違規社團自行承擔。
六、場內秩序、安全與用電管理
  1. 禁止叫賣與音量管制:除社團整隊控管需要以外,會場內禁止使用擴音器、麥克風、搖鈴或拉高分貝人聲呼喊等方式進行叫賣與宣傳。攤位如需播放宣傳影片或音樂,音量應控制於不影響周圍社團及參加者之範圍內,原則上離開攤位約1公尺後不應明顯影響他人,或請準備耳機等設備,以降低對周圍社團及參加者之影響。若音量過大經主辦勸導兩次未改善者,主辦得強制要求關閉播放設備。
  2. 場內禁止募集、募款與非法宣傳活動:為確保場內參觀動線順暢,避免一般民眾受到不適當的打擾:
    • 未經主辦事前書面同意,任何團體或個體(含社團、企業與一般參加者)皆不得在會場公共區域、走道進行任何形式的募款、意見連署、問卷調查、或沿街發送傳單小卡等活動。
    • 社團若有傳單、名片或認親卡欲提供給同好,僅限於自身攤位範圍內發送,或放置於主辦規範之「公用傳單桌」供參展者自行取用。
    • 凡經查獲於公共區域違規宣傳、募款或連署者,主辦將立即制止並要求其收起宣傳物;若不聽勸阻,主辦得「暫代保管」該宣傳物至活動結束(或離場時發還),且有權要求該人員立即離場。情節嚴重者(如消極不配合、引發衝突、或涉及未經授權之金錢募款),主辦有權要求其立即離場,並得取消其後續場次之參展及入場資格。
  3. 場內臨時插座使用與用電規範:會場販售區內設有主辦提供之臨時插座供社團使用。
    • 臨時插座為公共共享資源,請勿長時間占用,以利其他有急需的社團交替使用。
    • 臨時插座僅供個人行動裝置(如手機、平板、行動電源等)應急充電,嚴禁串接使用吹風機、電熱棒等高耗電或熱源設備。
    • 禁止使用延長線:使用臨時插座時,一律禁止自行攜帶或串接延長線拉入攤位內,避免人員踩踏導致毀損、絆倒或衍生用電超載之危險。
    • 物品自行保管:充電設備與相關貴重物品,請社團自行負擔保管與看顧責任,主辦概不負責。
  4. 貴重物品保管與防竊須知:會場人潮眾多,請無論是參展社團或一般民眾,皆須提高警覺、謹防扒手。
    • 財物自行保管:錢包、手機、證件及現場營收等貴重物品,請務必隨身攜帶、自行妥善保管。主辦對場內任何個人財物之遺失、損壞或遭竊,概不負任何保管、賠償或法律責任。
    • 留意怪異行為:請社團與同好間協助互相留意,若發現攤位周遭有形跡可疑、無故翻動他人財物等怪異行為者,請立即通報主辦,主辦將第一時間協助報警。

本活動各項規定若有未盡事宜,主辦保留本活動規範之解釋、補充及最終認定權,如因公共安全、政府機關、場館管理或其他特殊情形,主辦得視實際需要調整相關管理措施,並公告於官方網站及社群平台。
